Statement on the Unrest in Nepal

More than 20 people have reportedly lost their lives as a result of ongoing protests in Kathmandu, Nepal, and political instability continues to escalate.

ASHA (Certified NPO; Co-Representatives: Sandip Sakya and Yoshifumi Nin; Head Office: Minato-ku, Tokyo; hereinafter “ASHA”) has confirmed the safety of all local staff and partners. In light of curfews and other security measures, ASHA has temporarily suspended its activities and will continue to closely monitor the situation while responding to any necessary support needs.


ASHA hereby issues the following statement regarding the riots that have been occurring primarily in Kathmandu since September 8, 2025.



Regarding the Riots in Nepal


On September 4, the Government of Nepal announced regulations and registration requirements for approximately 26 social media platforms, including Facebook, X, and YouTube. In response, young people began protests on September 8. While these demonstrations were initially peaceful, casualties have since been reported.


The protests have expanded into a broader movement calling for anti-corruption measures, political reform, and freedom of social media. Multiple government-related facilities, including parliament buildings and ministers’ residences, have been burned down, and violence against politicians has been reported. Political turmoil continues, including calls for the resignation of Prime Minister K.P. Sharma Oli.

The impact of this unrest has extended to the areas where ASHA operates, resulting in a complete suspension of public services.


Furthermore, the Nepalese Army has been deployed in Kathmandu, enforcing security under an indefinite nighttime curfew.


Daily life infrastructure has also been affected. Medical institutions and shops have been temporarily closed, and disruptions to internet connectivity have been reported.



Confirmation of ASHA Staff Safety


ASHA has confirmed the safety of all local project members and related personnel. Emergency evacuation instructions and communication systems have been put in place to ensure staff safety, and ASHA remains prepared to respond flexibly depending on developments on the ground.



Status of ASHA’s Operations


At present, ASHA has temporarily suspended its Nepal operations as an emergency measure. Our activities are conducted in close collaboration not only with local NGOs but also with local governments, and have therefore been significantly affected by the current political instability.


Given that safety cannot be ensured and that movement restrictions, including curfews, are in place even in regional areas, ASHA has regrettably determined that continuing activities is not feasible at this time.



ASHA’s Policy and Future Response


  1. Temporary suspension of local activities and prioritization of safety

    Local operations will remain suspended for the time being, with safety as the top priority. ASHA will maintain close communication with local partners and will consider resuming activities only after safety conditions can be confirmed, in consultation with local project leaders.

  2. Ongoing information gathering and provision of necessary support

    ASHA will continue to closely monitor the situation to ensure staff safety and to assess the appropriate timing for resumption. Depending on circumstances, ASHA will also evaluate the need for additional or emergency support.

  3. Suspension of travel for Japan-based members while continuing domestic operations

    Travel to Nepal by Japan-based members will be postponed until safety can be assured. Meanwhile, activities in Japan will generally continue, and preparations for the eventual resumption of local operations will proceed, as there are communities awaiting our support.


ASHA remains committed to working alongside Nepalese civil society and will continue to make every effort to deliver peaceful and sustainable support.
